CONTEXT
The Medical Department in OCB (Operational Center Brussels) provides strategic direction and technical leadership, committing to keeping up-to date on innovations in health care. It shares the responsibility of the operational choices and the responsiveness and is involved in the support of our project teams jointly developing context-adapted medical-operational strategies and defining levels of care. Composed by multiple specialists based across a network of units worldwide, we work in close collaboration with operations, other OCB departments and MSF movement.
Providing quality health care to the populations we work with was and remains a priority for MSF, with an emphasis on safe, effective and person-centered care. There is a recognition that this is a complex, multi-disciplinary journey, especially in medical humanitarian services.
Through a mentoring mindset and in a spirit of exchange, as Healthcare quality improvement Mobile Implementation Officer (MIO) you will provide practical technical support to activity managers, project medical referents and other relevant functions in countries where MSF works, to enhance patient safety, effective utilisation of evidence-based quality improvement (QI) methods and access to knowledge and tools. This will be done according to MSF protocols, standards and procedures.
You are line managed by the Quality Improvement and Patient Safety (QI&PS) referent based in Brussels.
RESPONSIBILITIES
Providing focused support in quality improvement and patient safety to all project staff in collaboration with the quality improvement and patient safety referent, the country and headquarters medical operational leadership.
Direct country support in the projects
- Support the understanding of concepts and practice for evidence-based quality improvement cycles: identifying quality issues, prioritization, delving into causal factors, multi-disciplinary ownership, encouraging the needed behaviour change, monitoring and adjusting to correct actions or enhance improvements
- Encourage the use of service level quality assessment and monitoring tools and the Quality Improvement Project Overview (QuIPO)
- Support the understanding on patient safety prevention, recognition, response to an incident (including minimizing ongoing harm, reporting and learning) and the importance of establishing a no blame; no shame culture
- Consider project level governance for quality improvement and patient safety in collaboration with relevant stakeholders
- Provide guidance in development as well as support the implementation of context specific and appropriately prioritised quality of care improvement plans and strategies in close collaborations with the project management teams, coordination, QI&PS and relevant referents. The level of support will be tailored to the needs, level of existing awareness and specific concerns
- Provide on-site mentoring and support for implementation of quality practices, including encouraging behavior change, in projects and coordination
- Provide onsite and remote support and skills-building for key project staff leaders (activity managers, hospital coordinators, quality focal points (if they are present)) through training, workshops, organization of a peer-to-peer networks (community of practices), and others
- Work with project managers on the handling and reporting of patient safety incidents
- Assess the overall learning environment and staff access to latest guidance and tools (in collaboration with L&D focal points, project and coordination leads) and provide guidance and support on how that could be improved. This may include utilisation of telemedicine, Up to Date access, article requisition, Tembo use, ensuring awareness of respective knowledge bases and advising on other learning opportunities
- Deliver a report within one month after each project visit encompassing objectives, accomplishments and recommendations
- Regular follow up on project visits to ensure and support on QI plans (when feasible and agreed).
Provide technical QI and PS support to the projects when needed
Promoting a positive patient safety culture and contributes to organizational learning:
- Participate in developing tools to assess and maintain patient safety with the QI & PS referent
- Report and handle PSIs when applicable in a non-blaming and non-shaming manner
- Model the principles of non-blaming and non-shaming in all interactions
- Support, as needed, in training or trainer of trainers in QI and PS
Profil du poste
Education & Experience
- Medical doctor or paramedical degree (Nurse, Midwife)
- Minimum 3 years of experience with MSF in management or supervisory project positions (Medical Coordinator, Project Medical Referent, Nursing Activity manager, Medical Activity manager)
- Minimum 3 years of post-qualification professional experience, including in hospital settings
- Experience in conducting successful training and mentoring to adult learners
- Experience and engagement in quality improvement and patient safety activities is an asset

Languages
- Oral and written Fluency in English and French
- Spanish and/or Arabic are an asset
